Notice of Cost Recovery Proposal
The Department of Environmental Health (DEH) will be bringing forward proposed fee adjustments to the Board of Supervisors for consideration in March 2017 (anticipated). San Diego County Board of Supervisors policy B-29 requires DEH to be full cost recovery. DEH last adjusted fees in 2010, and since then the department has focused on how to offset rising costs by gaining operational efficiencies, leveraging technology to streamline work, and implementing business re-engineering projects. The following is a list of current and proposed fees for DEH’s Local Enforcement Agency (LEA) programs. The LEA will be hosting a stakeholder meeting to review the cost recovery proposal and answer questions on January 23, 2017 at 2 p.m. at the County Operations Center, Building 5500, Second Floor, Conference Room 211. The County of San Diego Department of Enivornmental Health Solid Waste Local Enforcement Agency (LEA) is certified by the Calfornia Department of Resources Recycling and Recovery to enforce state solid waste laws and regulations in San Diego County, excluding the City of San Diego. The LEA has the primary responsibility for ensuring the proper operation, permitting and closure of solid waste facilities, operations and disposal sites. The LEA also has responsibilities for ensuring the review and approval of postclosure land use activities at closed solid waste disposal sites. The LEA works to protect public health, safety and the well being of our communities and environment from the impacts of solid waste management/recycling and disposal by:
- Preventing environmental damage from existing and future solid waste facilities and operations through careful and thorough permit management, inspection, enforcement, complaint response and education.
- Maintaining all active Solid Waste Facility Permits within our jurisdiction with up to date information and consistent with current laws and regulations.
- Completing all required inspections at each active and closed facility and taking appropriate enforcement actions as necessary.
- Ensuring quick response to complaints received regarding facilities, operations or disposal sites within the jurisdiction of the LEA and taking appropriate enforcement actions as necessary.
- Maintaining LEA certification in good standing with the California Department of Resources Recycling and Recovery(CalRecycle formerly the California Integrated Waste Management Board (CIWMB)).
- Promoting interagency cooperation with all entities involved in solid waste management and disposal in San Diego County.
- Maintaining communication with CalRecycle as well as other local enforcement and regulatory agencies.
Information on solid waste facilities, operations and disposal sites regulated by the LEA, including their current permit status, certain related documents and inspection results can all be reviewed on the CalRecycle Solid Waste Information System (SWIS) website.

Renting a Temporary Trash Bin in San Diego, CA
The city of San Diego has specific waste management standards.
The city operates a non-exclusive solid waste collection system. 12 city franchisees provide collection services, and they are required to pay fees to the city.
As a homeowner, business owner, or contractor renting a dumpster, you must pick from this list of qualified and contracted city haulers. The list may change from year-to-year, so please call the San Diego Environmental Service Franchise Administrator for the updated list of trash haulers at (858) 573-1253.
HINT: All of Hometown’s approved dumpster rental providers are on the list.
50% of C&D waste must be recycled.
Construction and demolition debris from remodeling, demolition, and construction projects must first get a special permit, and either you, the demolition contractor, general contractor, or the waste management company you choose will need to pay a C&D recycling refundable deposit.
This deposit ensures that up to 50% of collected debris is recycled, reused, or donated if possible. Deposits are normally refunded promptly after the project is complete and the ordinance is followed correctly. Your dumpster rental provider may take care of this for you, so be sure to ask them.
